President Li Bin gives address at the Liaoning Provincial Science and Technology Congress

April 23 and 24th,2006,the Liaoning Provincial Science and Technology Congress convened at Liaoning People’s Hall.Members of the Provincial Party Committee,Provincial People’s Congress, Provincial Government,the members of the provincial political consultative conferences，each city’s city party committee secretary,mayor,vice mayor for science and technology,responsible leader from each provincial department directly under the central government，each city’s science and technology bureau head，senior academicians from the provincial Academy of Sciences and Academy of Engineering,research units directly under the central government,high level educational institutions in the province,provincial level research institutes, and representatives from some enterprises took part in the congress.
　
SYRICI President Bin Li,Assistant to the President Weichang Xu, and Research Office Manager Wei Yang represented our institute at this year’s congress.On the afternoon of the 24th during presentations by representatives of transformed research institutions，as the leader of a successfully transformed institution, SYRICI President Li gave an address on the topic “Exercising our role as a transformed research institution,promoting local economic development.”

In his speech,President Li Bin first introduced SYRICI’s basic situation, then discussed three aspects of the experience SYRICI has accumulated in the transformation process:utilizing the technological superiority of an enterprise to create a new type of enterprise, making use of a transformed institution’s technological superiority to promote local economic development, and exercising our leadership role to accelerate the overall development of our province’s chemical industry.He also introduced our role and successes gained in the areas of independent innovation and technological advancements in the industry.Looking down the road at the “Eleventh Five-year Plan,”President Li indicated that our institute,regarded as the only transformed institution directly under the central government in the province,will continue to strive for the economic development and technical advancement of Liaoning Province’s chemical industry,to make a new, even greater contribution.At the end, President Li’s speech received the warm applause of the representatives who had come to the meeting.

In all,ten model units including SYRICI gave presentations. In response, the representatives at the meeting indicated they would earnestly study and benefit from model work units’ pioneering experience,seeking even greater achievements in their respective work.
