The general conditions are: love motherland, observe law and discipline, dare to explore, continuous innovation, etc. The declarers of Bai level need to have vice senior or more professional and technical titles, three years of Qian level qualification and under 45 years old; Qian level declarers: intermediate of more professional and technical titles, two years of Wan level qualification and under 40 years old; Wan level declarers: junior of more professional and technical titles and under 35 years old.
